Institutional Business Development Program Officer

Function:
The Institutional Business Development (IBD) Officer will contribute to the IBD’s resource mobilization effort from institutional funders. The position will assist in IBD capacity building of country offices and Heifer’s global program team and will also work with the Global Communications Department and other Programs teams to develop marketing materials for institutional audiences. In addition, s/he will assist and contribute to the development and implementation of research and learning agenda in Heifer’s Theory of Change, as well as contribute to the development and review of country offices’ strategies, programs and resource mobilization plans. The IBD Officer will also work with similar positions across the Programs Division, other divisions at Heifer International’s Headquarters in Little Rock, Ark., and country offices worldwide.
Responsibilities:
1. Develop systems, processes and tools for institutional resource mobilization, and provide follow-up on their implementation.
2. Participate in proposal response and new business identification processes.
3. Conduct funders’ market research and trend analysis; identify opportunities and produce recommendations for way forward.
4. Work with IBD team and area programs teams to conduct capacity assessment and capacity-building plans.
5. Contribute to IBD capacity development programs, including development and dissemination of training materials, facilitation of IBD training and workshops.
6. Research and analyze policies that are relevant to Heifer’s business development work, and produce recommendations for action.
7. Participate in policy and advocacy work in the thematic areas identified by Heifer, as well as participate in other relevant advocacy working groups and networks representing Heifer.
8. Establish/strengthen networks of potential partners and institutional funders as needed.
9. Participate in designing, producing and dissemination of IBD systems and tools.
10. In collaboration with global communication team, IBD and programs teams, develop marketing materials—including capability statements, past performances, and factsheets—for institutional audiences.
11. Coordinate and provide constructive feedback on the preparation of periodic narrative reports and communication with internal and external audiences as needed.
12. Update country offices on procedures, policies, tools and other information related to institutional business development as needed.
13. Contribute to the planning and preparation of annual budgets for the DC office.
14. Represent Heifer, IBD and the DC office to external partners by attending meetings, making presentations and other communications as asked by the Managing Senior Director. Represent IBD on in-house committees, taskforces and other meetings as necessary.
15. Respond to written, oral and electronic inquiries with pre-approved information about IBD, Heifer DC office and Heifer’s work in general in consultation with the IBD team.
16. Develop and maintain a list of business development consultants.
17. Assist in coordinating and/or preparing, proofreading and distributing published materials to the country offices (newsletters, in-house communications, etc.).
18. May perform other job-related responsibilities as assigned by the Managing Senior Director.
Minimum Requirements:
Bachelor’s degree in business development or international development or a related field with five (5) years of related experience, of which at least two (2) years spent living and working in developing countries.
Preferred Requirements:
• Master’s degree in international development or a related field with at least two (2) years of experience in international development with a focus on business development.
• At least 3) years in similar role. Experience in policy, programmatic and administrative functions, experience in business development and partnership building, and exposure to developing countries is essential.
Most Critical Proficiencies:
• Proficiency in basic statistics sufficient to analyze data.
• Strong analytical and research skills.
• Knowledge and exposure to U.S. Government procurement and policy–making processes.
• Familiarity with and experience in responding to requests for applications/proposals, call for proposals, indefinite quantity contracts and task orders.
• Knowledge of and experience with civil society organizations and networks.
• Knowledge and experience in sustainable community development.
• Excellent writing skills.
• Excellent training and partnership-building skills.
• Excellent organizational and administrative skills.
• Computer proficient in word processing, spreadsheets, presentation tools, electronic mail and Internet (Microsoft Office Suite preferred).
• Familiarity with major policies, policy-making processes, procedures and expectations of major donors, including United States Agency for International Development, European Union, Department for International Development, United Nations agencies like the World Bank, International Fund for Agricultural Development, United Nations Development Program, and others.
• Strong English language skills – oral and written. Proficiency in a second language (Spanish or French) desirable.
