Budget/Fiscal Analyst
Job Summary:
The Budget Analyst's responsibilities include providing primary fiscal operations support to office leadership; monitoring, analyzing, and reporting financial performance; analysis of potential policy decisions; designing and completing long range financial plans; assisting with the execution of the University's annual budget development process; and assisting with other detailed financial analysis as necessary.
Budget Performance Analysis and Reporting:
The analyst will support office operations by monitoring, analyzing, and reporting on items that are used to evaluate financial performance.
Financial Planning and Benchmarking: The analyst will assist with the formulation of internal six-year financial plans to meet institutionally derived objectives for each of the University's major programmatic areas.
Budget Development:
The analyst will assist with all aspects of the University's annual budget development process including material revision, resource and initiative analysis, and communication.
Capital:
The analyst will monitor capital appropriations and allotments as well as maintain the University's internal and external capital operating plan.
Position Control Management:
The analyst will support the University's central management of position control by directing the day to day administration of position allocations and full time salaries.
Required Qualifications:
Qualified candidates will be able to demonstrate proficient knowledge of budget and planning methodologies; ability to conduct complex financial analyses and prepare detailed reports; ability to plan, direct, and coordinate budget management and oversight; coordinate budget formulation with agency objectives and negotiate problem areas; demonstrate effective oral and written communication skills; ability to respond accurately and quickly to requests for information or financial analyses under strict deadlines; ability to prioritize and work on multiple projects; knowledge of or capacity to learn Virginia's higher education budget and finance policies, procedures and systems; understanding of Virginia's legislative process; understanding of fund accounting; , proficiency with Microsoft Excel and Word; and ability to work independently and as part of the team. Must have an advanced degree or a combination of education and experience in public administration, finance, business administration or related field that would equate to an advanced degree.
Preferred Qualifications:
Responsible level of experience in higher education finance or related field involving budget or financial analyses; familiarity with public policies affecting state colleges and universities; knowledge of or capacity to learn the Commonwealth's Performance Budgeting System, Cognos Query Studio, and Internet Native Banner; and experience in preparing financial forecasts in large complex organizations. Aptitude to work with database reporting tools, pivot tables and core functions in an integrated accounting system such as Banner.
