Spatial Analyst/Information Management Specialist

www.gofreestone.com) a multi-disciplinary consulting firm has an immediate need for talented individuals with experience in geographic information systems (GIS) and geospatial data management to support the Deepwater Horizon (DWH) Oil Spill natural resource damage assessment (NRDA). Successful candidates will work in the Spatial Data Branch of Office of Response and Restoration’s (OR&R) Assessment and Restoration Division. Data management tools supporting the case, including the Environmental Response Management Application (ERMA®) will be part of the main DWH duties. The successful applicants will work 50% of their time on DWH and 50% support regional branch needs and Spatial Data Branch tool development and implementation. Duties:
• Compiling and organizing spatial data and metadata for the DWH NRDA case
• Using all of the data management tools to perform queries; processes to extract, transform, and load data sets; and train colleagues and partners on data discovery, extraction, analysis, and interpretation spatial data, including environment chemistry data, used for environmental assessments
• Building spatial data sets from field surveys
• Load and symbolize data into OR&R’s web based open source geographic information system (GIS), Environmental Response Management Application (ERMA)
• Working with the ERMA Technical Lead and Regional Lead to maintain appropriate data layers in the Pacific Northwest ERMA
• Working with the regional teams in oil spill and NRDA drills and exercises.
• Working within a team conducting spatial analysis
• Development of paper and digital maps and other visual aids
• Working with case teams to develop legally defensible data analysis, products and reports
Required Qualifications:
• BA or BS in science with an emphasis in GIS or data management
• Experience using ESRI ArcGIS for Desktop 8.x or higher software for spatial data development, manipulation, analysis and/or metadata documentation
• Spatial Analysis software (ArcGIS for Desktop Spatial Analyst, Geostatistical Analyst, 3-D Analyst extensions)
• Experience with manipulation and analysis of scientific data (preferably environmental science) using a Geographic Information System (GIS)
• Organization and attention to detail
• Excellent written and oral communication skills for stakeholder documentation and presentations
Preferred Qualifications:
• Experience with any three of the following software packages:
Web map server software (MapServer 6.0 or higher, GeoServer 1.7 or higher, ArcGIS for Server 9.x or higher,)
Development Frameworks for web based map applications (i.e. OpenLayers 2.6 or higher, ArcGIS Viewer for Flex 2.0 or higher)
Open Source Desktop GIS (Quantum GIS(QGIS), GRASS GIS, TerraView, etc)
Spatial Database Management Systems (PostGIS, SpatialLite, etc)
Data Integration and business analytics software (i.e. Pentaho)
Statistical software (R, SAS, GeoStatistics extensions for GIS packages, etc.)
Microsoft Office (specifically Access, Excel, Word, and Powerpoint)
Adobe Acrobat
• Experience or familiarity performing the following
Advanced editing of spatial data
Spatial and statistical analysis methods (i.e. interpolation)
Cartography
Map projections and transformations
Multiuser Geodatabase
Authoring and Deploying Fast Web Maps
Authoring and Publishing Optimized Map Services
Map Service publishing using one of the software packages mentioned above
FGDC or ISO 19115 compliant metadata creation and/or edits
Simple Scripting (e.g., LINUX/UNIX, Object Oriented or Python)
Geospatial process models creation and/or implementation(i.e. ArcGIS ModelBuilder)
Field sample collection and/or processing
• Preferred Experience or familiarity with the following data types
Contaminant Chemistry
Environmental observation data
Nautical Charts
Coastal resources and associated classifications
Shoreline classifications
• Familiarity with Incident Command Structure and/or other field work framework helpful
