ABOUT THE POSITIONThe City is seeking an experienced leader to assist the Chief Building Official with the development, implementation and daily management of personnel and operations and activities related to Building Division administration, Permit Services, Neighborhood Revitalization Program (NRP), and Code Enforcement. Join our team and be part of a dynamic, collaborative, diverse, and knowledgeable organization that is committed to supporting a thriving community.As the Assistant Chief Building Official, you will supervise and administer all functions and duties related to the intake of projects, plan submittals, over the counter plan check and permit issuance, enforcement of building and safety codes, laws, regulations, and standards. You will also manage the development and implementation of Code Enforcement programs and act as the Chief Building Official in their absence.Leadership: Oversee and improve the existing Code Enforcement Program to align with the Neighborhood Revitalization Program. Efficiently prioritize time and resources to address code enforcement cases.Creativity: Thoughtfully review current programs to assess, develop and implement technology and process improvements needed to meet the growing needs of our community.Collaboration: Work with a genuinely supportive team of experienced and knowledgeable staff.WHAT YOU BRINGThe ideal candidate will possess the following:
- Experience in the application of building codes and regulations, building plan review and/or design within a public agency
- Experience in code enforcement, administrative hearing procedures, issuance of administrative citations and recording of notice of noncompliance
- Excellent communication and problem solving skills
- Current International Code Council (ICC) Certification as a Certified Building Official
- Current ICC Plans Examiner certification in addition to certifications in any three of the following areas: certified access specialist (CASp), safety assessment worker, building inspector, electrical inspector, plumbing inspector or mechanical inspector

Responses such as "See Resume" may be cause for disqualification from further consideration.REQUIRED QUALIFICATIONS:Knowledge of: State, federal, and local laws and ordinances relating to the area of assignment; City policies and procedures as they relate to customer service in the Permit Center and public counter of the Planning & Economic Development Department; administration of City Codes and Ordinances pertaining to plan review; principles and practices of supervision, training, and performance management; knowledge and application of construction and applicable codes, zoning principles and building codes, plan checking, preparing and reviewing of architectural plans and details; principles and methods of conflict resolution; and effective supervisory principles and techniques.
Ability to: Develop, implement, and administer a variety of Building Division programs; read, interpret, and explain complex laws, rules, and regulations; assist with budget preparation and administration; communicate effectively orally in one-to-one and public speaking situations; address and mediate conflicts between people or within groups; produce written documents using proper grammar, punctuation and spelling; conduct meetings using communication skills effectively to inspire excellence in customer service and build respect for individuals; plan, organize, and assign the work of assigned personnel; mentor and develop technical staff; interpret standard plans, construction specifications and other related guidelines; comprehend and draw inferences from written material; analyze conflicting information and develop solutions to problems; establish goals and objectives and meet firm deadlines; exercise independent and innovative judgment and make timely and difficult decisions; plan-check development projects; utilize a collaborative, consensus-building, flexible and inclusive team approach. Develop and maintain effective working relationships with other City staff, representatives of governmental, business, financial, community, and other organizations, and with clients served; enter data into a terminal or computer using a keyboard device; sit for extended periods of time with the ability to move at will.
Experience and Education: Any combination of experience and education providing the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities for this recruitment would be: Experience - Sufficient technical, professional or paraprofessional field and/or office experience to demonstrate possession of the knowledge and abilities listed above; including supervisory or lead supervisory experience. Typically, this would be a minimum of four (4) years progressively responsible professional experience in the application of building codes and regulations, building plan review and/or design within a public agency, preferably in a customer service-oriented environment and increasingly responsible experience in code enforcement, administrative hearing procedures, issuance of administrative citations and recording of notice of noncompliance. Education - Equivalent to a bachelor's degree from an accredited college or university in engineering, architecture or a related field. A bachelor's degree or equivalent is preferred, but professional training related to the program area will also be considered.
LICENSE OR CERTIFICATE
Possession of current International Code Council (ICC) Certification as a Certified Building Official or have the ability to obtain ICC Certification as a Certified Building Official within two years of hire, pursuant to the California Health and Safety Code.
Qualified candidates are expected to possess current ICC Plans Examiner certifications in addition to certifications in any three of the following areas: certified access specialist (CASp), safety assessment worker, building inspector, electrical inspector, plumbing inspector or mechanical inspector.
In order to perform work at various locations, the incumbent must be physically capable of operating a motor vehicle safely and possess a valid, Class C, California Drivers License, or be able to demonstrate the ability to travel on scheduled or unscheduled visits to various City facilities or work locations which may or may not be reachable by public transportation.
