Active Transportation Planner

ABOUT THE POSITION:
This is a single position classification responsible for applying transportation planning and engineering principles in the analysis of active transportation needs, with an emphasis on reducing dependence on single occupant vehicles and promoting mode shifts to enhanced bicycle and pedestrian infrastructure, as well as shared mobility devices. This class is distinguished from that of the City Planner classification by its focus on active transportation duties and responsibilities, while the City Planner’s focus is on land use planning.

Examples of Duties and Responsibilities
Essential Duties: Depending on area of assignment, the following duties are considered essential for this job classification:

Serve as a technical subject matter expert and liaison on active transportation planning and design matters, including bicycling, walking, and shared mobility devices
Identify data needs; conduct research and assist in applicable active transportation studies including active transportation corridor studies and first phase projects; prepare and analyze reports and related information associated with active transportation programs and the City’s Bicycle and Pedestrian Mater Plan; make recommendations for improving the accessibility and comfort level of bicycle and pedestrian facilities
Assist and participate in the development and implementation of the City’s initiatives and programs to support shared mobility devices and bicycle and pedestrian safety, including the Countywide Vision Zero Program
Prepare and submit grant applications; assist with managing grants and associated funding for active transportation infrastructure and non-infrastructure projects
Collaborate with local active transportation partners, such as the Bicycle Coalition and Department of Health Services to enhance programs supporting active transportation activities (e.g., the City’s employee commute and free ride program, and bike to work week).
Provide assistance in creating and enhancing outreach activities and materials for active transportation programs and projects
Coordinate and establish multidisciplinary teams across City departments and divisions, as well as external agencies, in order to enhance the public’s knowledge base of citywide bicycle and pedestrian programs; promote various active transportation programs and initiatives
Coordinate and collaborate with public groups, clubs, organizations, and agencies to discuss, promote, and seek input on the objectives of the City’s bicycle and pedestrian program
Assist in supporting the Bicycle and Pedestrian Advisory Board’s activities and functions
Coordinate with the City’s Police Department on non-motorized transportation enforcement and educational activities
Collaborate with schools and community groups to improve the bicycle riding techniques, bicycle/pedestrian routes, and to increase the frequency in which individuals bicycle and walk to school
In accordance with applicable laws, guidelines, and standards, such as the Americans with Disabilities Act (ADA) and the Public Right of Way Accessibility Guidelines (PROWAG) design standards, prepare recommendations to improve the accessibility and safety considerations of bicycle and pedestrian facilities, inclusive of bike path and bike lane design improvements; coordinate short and long-term bicycle and pedestrian matters to address and improve the transportation system
Identify opportunities and develop and recommend updates and changes to the Bicycle and Pedestrian Master Plan to improve the City’s active transportation planning efforts
Assist in the implementation of bicycle and pedestrian projects by assisting project managers and engineers to develop projects from concept to final design, including managing community input and outreach, and other related activities
In compliance with applicable standards and recommendations provided by other organizations, review moderately complex engineering designs associated with bicycle and pedestrian striping and signing; make recommendations for internal approval and implementation
Perform technical review of designs prepared by other designers; work with designers to resolve issues and ensure compliance with current standards
Assist in the design standards for greenway pathways, at-grade and separated crossings, placement of bike lanes, signing and traffic signal features related to bicycles/pedestrians

Prepare and deliver presentations to elected and appointed officials, neighborhood groups, and other stakeholders
Monitor applicable Operations and Maintenance (O&M) budget associated with the active transportation programs
Perform related duties as assigned

Required Qualifications
Knowledge of: Principles, practices, and objectives of multi-modal transportation planning; current literature, trends, and developments in bicycle/pedestrian, multi-modal transportation planning; bicycle and pedestrian transportation design standards; community outreach or public information programs for technical or planning projects; applicable federal, state, and local rules, regulations, and policies pertaining to active transportation programs; safety practices related to pedestrians, the operation of vehicles and bicycles, as well as other modes of transportation; state and local laws of pedestrians, and vehicle and bicycle operators; active transportation funding sources; grant application requirements; effective grant writing techniques.

Ability to: Effectively research applicable literature and funding opportunities associated with active transportation programs; prepare and submit complete grant applications; analyze applicable qualitative and quantitative data in preparation of planning reports and studies, with an emphasis in non-motorized mobility; effectively communicate, both orally and in writing; set goals and put forth the effort to achieve them; set priorities and work in an orderly manner; establish and maintain effective working relationships with those contacted in the course of work including a variety of City and other government officials, community groups, and the general public; work resourcefully with other agencies, departments, and the public; evaluate and explain complex technical documents in non-technical terms; work independently under pressure; meet established deadlines and carry out tasks through to completion; interpret and apply policies, laws, rules, regulations, and design standards; operate modern office equipment including computer and related email, word processing, database, and spreadsheet software applications.

Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience – Two years of increasingly responsible professional level experience performing planning, engineering, and/or bicycle and pedestrian transportation responsibilities, to include at least one year of experience addressing bicycle and/or pedestrian related matters; Education - Equivalent to a bachelor's degree from an accredited college or university with major work in planning, engineering, transportation, or a related field.

Additional Information
Work is largely conducted indoors in an office setting, in meetings or traveling to other cities, which involves sitting for extended periods of time with the ability to move about at will. Incumbents in this classification communicate verbally in person, by telephone, in meetings and while making presentations. Incumbents read and comprehend written materials and draw inferences from their contents. A computer keyboard is used for word processing, spreadsheet and electronic mail applications, entering and retrieving data and producing written documents such as correspondence and reports requiring repetitive hand movements. Visual acuity is required to conduct site visits and design reviews. During site visits incumbents may walk outdoors, with exposure to the elements, and over rough, uneven or rocky surfaces requiring the ability to bend at knees or waist. Incumbents occasionally lift and move reports or binders weighing up to 10 pounds and carry them for short distances.
