Deputy Floodplain Administrator

This position performs specialized professional and technical work assisting the Building Official in the development and implementation of the County’s Floodplain Management program; performs work of moderate difficulty, gathering, analyzing, and interpreting National Flood Insurance Program (NFIP) requirements; ensures compliance with NFIP requirements and proactive participation in the Community Rating System (CRS) Program; maintains compliance with County floodplain management regulations; assists in the development and implementation of other floodplain management related programs; directs program specific activities and assignments, coordinates with other County departments, develops and maintains community partnerships, and interacts with advisory boards, the public, and other organizations.

 

  • Assists is the coordination of the County’s Floodplain Management Program ensuring that the County meets Federal Emergency Management Agency’s (FEMA) minimum NFIP participation requirements.
  • Assists in overseeing the County’s FEMA / NFIP CRS program for flood insurance discounts and proactively develops a plan for improved rating.
  • Assists in the application of the County’s Floodplain Ordinance, regulations, policies, and procedures, and inspection processes related to the Floodplain Management Program.
  • Promotes public awareness of the Floodplain Management Program through speaking engagements, advertising, and other programs.
  • Explains floodplain development requirements to community leaders, citizens, and the general public.
  • Provides routine field reviews, responds to specific complaints, and documents observations and investigations related to compliance with the County’s Floodplain Ordinance.
  • Assists in development and implementation of the County Flood Risk Program for Public Information (PPI).
  • Presents information to the Board of County Commissioners, Planning Commission, Building Department and Development Review Committee. Aids in mediating complaints.
  • Maintains records and documents that keep the community eligible to participate in the FEMA’s NFIP and CRS programs.
  • Maintains a floodplain management reference library that includes current and previously published: Flood Insurance Study Reports; Flood Insurance Rate Maps; Flood Boundary Floodway Maps; Flood Hazard Boundary Maps; Drainage Master Plans, Comprehensive Master Plans, Flood Mitigation Plans, Hazard Mitigation Action Plans, community permit procedures; floodplain management plans, studies, and publications related to the community and adjacent areas (countywide); current and past copies of Flood Damage Prevention Ordinances and related ordinances; community codes and development procedures pertaining to drainage, land use and floodplain management; floodplain management correspondence files; building permit files; FEMA/NFIP Reports; CRS Program files; NFIP flood insurance policy and claims data; NFIP Repetitive Loss Lists; and community disaster response and recovery records. Maintains separate sensitive documents that contain Privacy Act information such as property owner’s name, repetitive loss and NFIP claims paid information and handles same in a confidential manner.
  • Provides assistance to FEMA and State Floodplain Manager representatives during Community Assistance Visits (CAV), CRS Program reviews, and other floodplain management program activities.
  • Monitors and coordinates other federal and state Floodplain Management programs.
  • Appears as a witness involving floodplain violations.
  • Prepares and presents oral and written reports.
  • Supervises the work of subordinate personnel as assigned; supervisory duties may include instructing; planning, assigning and reviewing work of others; maintaining standards; coordinating activities; allocating personnel; assisting with new employee selection; acting on employee problems; evaluating employee performance; recommending employee discipline; offers training, advice and assistance as needed.
  • Reviews the work of subordinate staff for completeness and accuracy; evaluates and makes recommendations as appropriate.
  • Supervises and directs the CRS Coordinator in outreach programs.
  • Issues floodplain permits for structures within floodplains and inspects development to determine compliance with the community development standards and NFIP requirements. Duties include establishing base flood elevations (BFE’s) in Zone A areas, prohibiting development within floodways; assisting in adoption, maintenance and enforcement of the community’s Flood Damage Prevention Ordinance which may include fines and penalties.
  • Maintains records regarding development; building permit applications, receipt of fees paid, site plans, surveys, permits and approvals from other agencies, elevation certificates, LOMC’s, appeals, appellant board actions, variances, correspondence, Certificates of Occupancy, and other related floodplain management actions.
  • Determines Substantial Improvement/Substantial Damage to new and alteration work to comply with the FEMA 50% rule.
  • Works with Plans Examiners and Inspectors on flood related issues.
  • Reviews under construction and final elevation certificates for approval and maintains annual permit list for CRS audit.
  • Updates and manages Construction Certificate Management Plan to comply with FEMA requirements.
  • Reviews, approves and/or denies updates (revisions) to the community’s Flood Insurance Rate Maps (FIRM’s) which occur through remapping efforts such as FEMA Multi-Year Flood Hazard Identification Plan (MHIP) and FIRM map revision actions that include Letters of Change (LOMC), Letters of Map Amendment (LOMA), Conditional Letter of Map Amendment (CLOMA), Letter of Map Revision Based on Fill (LOMR-F), and Conditional Letter of Map Revision Based on Fill (CLOMR-F). Enforces the requirements described in FEMA/FIA Technical Bulletin 10-01 and FEMA’s LOMR-F that requires certification that structures built on fill in or near Special Flood Hazard Areas are “reasonably safe from flooding”.
  • Participates in emergency operations of the department during community and natural disasters. Supervises activities and functions of personnel in assigned areas of response.
  • Participates in pre-emergency and post-emergency conferences as required.
  • Conducts an annual review of the FEMA “Repetitive Loss” list to identify properties, located within the community, to verify accuracy and establish priorities for possible mitigation. Corresponds with FEMA to verify the “Repetitive Loss” list accuracy as requested.

This position requires a Bachelors Degree in emergency management, planning, building construction, environmental studies, engineering, or related field of study followed by one (1) year of experience as a Floodplain Administrator, supplemented by three (3) years of experience with NFIP and CRS, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.  Must possess and maintain a Certified Floodplain Manager certification. Must possess and maintain a valid state driver’s license.

 

The range for this position is $67,123.68 – $102,136.26. The County provides a comprehensive benefits program and participates in the Florida Retirement System (FRS) and has a 3% employee contribution requirement.
