Administrative Coordinator

This position is under limited supervision, performs a variety of highly complex and specialized administrative/accounting and technical work to ensure the effectiveness and efficiency of office operations. Assists with and/or plans, organizes and directs the work of personnel engaged in the execution of Capital Improvement Projects. Supervises and reviews the work of clerical personnel.
- Provides routine to complex administrative support to the Department, such as initiating, composing and preparing various reports and correspondence; researching and compiling information and data for reports; managerial decision-making; establishing and maintaining complex filing/records retention systems; maintaining databases; maintaining inventory of supplies and equipment; maintaining insurance on vehicles/equipment, etc.
- Composes, types, prepares, processes, files, copies and/or transmits a variety of documents, including but not limited to correspondence, daily reports, budget documents, deposit tickets, various summaries, financial reports, technical reports, payroll documents, graphs, charts, applications, spreadsheets, personnel forms, reports required by regulatory agencies and the County, equipment maintenance reports, memos, logs, lists, etc.
- Reviews reports and records prepared by subordinate clerical staff; makes corrections as necessary.
- Receives, reviews, prepares and/or submits various records and reports including accident/incident reports, schedules, invoices, vehicle maintenance, purchase requisitions and performance appraisals.
- Manages Department personnel functions, including but not limited to processing payroll; tracking time worked/leave taken; preparing position requests and employee transmittals; maintaining employee records, etc.
- Prepares and maintains the department/project budgets. Coordinates year-end closing procedures and processes reimbursements.
- Oversees and participates in the preparation and maintenance of Department financial records; prepares invoices for payment, requisitions, budget transfers, check requests, travel vouchers, etc.; coordinates year-end closing procedures; investigates returned checks; processes reimbursements; prepares various financial statements and reports, etc.
- Answers the telephone; provides information as requested and/or forwards calls to appropriate staff person; takes messages as needed.
- Coordinates public records requests.
- Greets and assists office visitors.
- Manages the preparation and tracking of files for all projects, grants and/or related projects.
- Performs a variety of routine clerical duties as required, which may include but are not limited to copying and filing documents, retrieving archived documents, sending and receiving faxes, entering computer data, processing daily mail, ordering office supplies, etc.
- Supervises the work of subordinate personnel; supervisory duties include instructing; planning; assigning and reviewing work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; recommending employee discipline and discharge; reviews the work of subordinates for completeness and accuracy; evaluates performance and makes recommendations as appropriate; offers training, advice and assistance as needed.
Department Specific Duties:
- Responds to urgent telephone requests and redirects department employees as required.
- Directs all administrative operations and functions of the department in the absence of the Capital Projects Management Director.
- Assists the Capital Projects Management Director in managing all contracts, and grants.
- Makes recommendations to the Capital Projects Management Director regarding departmental policies, procedures, goals and objectives.
- Prepares and processes department budget transfers.
- Maintains department websites as required.
- Maintains project updates required by the Capital Projects Management Director, County Manager’s Office and BOCC.
- Coordinates office administration between Capital Projects Management and Development Services.
- Reviews construction bid performance and payment bonds and works closely with the Capital Projects Management Director to ensure the bonds provide accurate and specific information prior to approval from the Capital Projects Management Director, Deputy County Manager/County Engineer & County Attorney.
- Maintains accurate records to track receipt of all CIP related bonds, to include tracking from date of draft document being received through the approval process and receipt of the original bond and/or cashier’s check.
- Maintains expiration dates of all CIP related bonds; works closely with Construction Inspectors and the Sr. Development Engineer to ensure bonds are renewed when needed; establishes a system of reminders at 30, 60 and 90 day intervals.
- Prepares the release of receipt for CIP bonds that are being returned and obtains signature from the developer/contractor. Maintains the CIP bond files.
- Prepares and submits reimbursement requests for FDOT grant projects for review by the Capital Projects Management Director, the Grants Department, and approval of the County Manager, to include assembling back up invoices and proof of payment, Munis reports, and obtaining Status Reports from the Capital Projects Management Director, as well as Department staff timesheets for work on LAP projects.
- Composes agenda requests, resolutions, and other correspondence for approval by the Capital Projects Management Director.
- Assists the Capital Projects Management Director and Engineers with CIP administrative support, which may include Contract Approval Forms, proof reading proposals and contract documents, payment of invoices, change order requests and BOCC agenda requests.
- Prepares a variety of departmental studies, reports and related information for decision making purposes; conducts research and analysis and prepares recommendations for services, budget, equipment, etc.
- Produces quality work despite the stress of deadlines.
- Writes and interprets construction contracts, requests for quotes and requests for proposals as assigned by the Capital Projects Management Director.

This position requires an Associate’s Degree in Business Administration, Management, Accounting or related field supplemented by six (6) years of responsible accounting and/or administrative work experience, some of which has been in a managerial or supervisory capacity or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. May require a valid State Driver’s License.
The range for this position is $20.0376 – $30.4899. The County provides a comprehensive benefits program and participates in the Florida Retirement System (FRS) and has a 3% employee contribution requirement.
